They are age and credit quality remains valid path to find a new job?

I know someone who needs a new job (former does not). He holds a degree AS in computer science with an emphasis on COBOL. The degree was obtained 10-15 years ago. Their jobs, since nothing to do with programming. How would be difficult to obtain entry level employment in programming, or if you need more school?

Even more difficult is the fact that their skills are mainly COBOL … while many of the dinosaurs with skills (like me) approach retirement age, the market for them is declining and there is plenty of competition from low cost of offshore companies for the rest. the best solution is probably your friend jobs in state government – which tend to be highly invested in existing software and generally unable to migrate their applications to new technologies in the short term. Add to this the fact that generally can not offer salaries competitive with the private sector (Tho its benefits tend to be slightly larger), they may be more likely to give his friend a chance.
