All geeks willing to help an old man with a bit rate is it?

I try to convert cassettes to CDs, using a version Blaze Audio test. When I save the wave file to MP3 and registered with 56 Kbps and I'm not sure if this is correct or not, most of my MP3 files are 128kbs. Following the suggestion of help topics on the agenda, I downloaded LAME and put it in Windows Media Player. Then I realized it was for reading. I can not find it now. So here's my question / s = How do I change the bit rate of 128kbs to save a 56Kbs MP3? I need step by step instructions. I'm on an HP Pavilion PC with XP-Pro OS.
